Vice President Dr. Bharrat Jagdeo said he has seen many oil-producing countries around the world splurge their windfall revenues and have nothing to show for it in the end. This, he said, will not be a fate that befalls Guyana on the current government’s watch. He made the comments during a meeting with fishermen in Georgetown, taking the opportunity to strongly disagree with sentiments made in some quarters that Guyana should mandate a much higher fiscal take for itself from oil production and see to it that its people do not have to work.

With a discovered petroleum resource count of close to 11 billion barrels of oil equivalent, Stabroek Block operator ExxonMobil has churned out big wins for Guyana. Now, the International Monetary Fund (IMF) said that when this number tips over, Guyana’s commercially recoverable petroleum reserves will be ranked as one of the highest per capita in the world. “This could help Guyana build up substantial fiscal and external buffers to absorb shocks while addressing infrastructure gaps and human development needs,” the IMF said.

Having received US$20 million from the World Bank in 2020, the Ministry of Natural Resources is using some of the funds to find a consulting firm to help review and evaluate ExxonMobil’s Uaru project. “The Government of the Cooperative Republic of Guyana (GCRG) has received financing in the amount of US$20 Million equivalent from the World Bank (WB) toward the cost of the Guyana Petroleum Resources Governance and Management Project (GPRGMP) and it intends to apply part of the proceeds to pay a consulting firm to provide advisory services, technical support and training and capacity strengthening services to the Government of Guyana (GoG),” a Request for Proposals notice states.

It would enlighten all on how well this national oil fund is overseen. As matters stand currently, the starting gun is in the President’s hands. The Audit Office issued its opinion that all is well, while the Auditor General made clear where he stood.

China Energy International Group Co. Ltd., and the other Chinese companies that submitted bids for the Guyana Integrated Natural Gas Liquids Plant and 300MW Power Plant Project have sought to distance themselves from the shady past of their subsidiaries. The clarification comes on the heels of a report by Kaieteur News which stated that China Energy Engineering Group (a company that is 62.58%-owned by China Energy Engineering Group Co., Ltd.) was blacklisted by the World Bank on September 11, 2019.

With another court challenge filed, this time against the recent issuance of the environmental permit for the Liza One offshore oil project, the Institute for Energy Economics and Financial Analysis (IEEFA) believes that the action is a reflection of citizen’s growing concern regarding the handling of the local oil sector. The International Agency which has been paying attention to the local oil industry and offering its advice, reminded that Guyana already has a bad deal that covers the Liza One project and offered therefore, that the country should have at least been a bit more mindful of negative environmental impacts.

The hearing of the challenge to the non-appointment of a substantive Chancellor and Chief Justice has been set for November 23rd at 1:30 pm. The fixture was set yesterday morning following a case management conference (CMC) before Justice Damone Younge. The Attorney General, against whom the action is filed, has been ordered to file submissions no later than October 23. The action filed by the main opposition APNU+AFC contends that President Irfaan Ali is in “gross dereliction and abdication of the duty” and has no “lawful excuse” for not consulting with Opposition Leader Aubrey Norton, on the substantive appointments of a Chancellor and Chief Justice.

Opposition Commissioner Vincent Alexander has reiterated the position that the Guyana Election Commission (GECOM) is within its legal right if it chooses to conduct a review of its performance during the controversial 2020 general elections. He reaffirmed this stance in a public missive, as he addressed this and another issue which he said that GECOM as well as Government Commissioners are using in their perpetuation of falsehoods.

The APNU+AFC has long argued that while the Elections Commission in an attempt to verify the party’s claims of voter impersonation had submitted a small list of names to the Registrar General and Chief Immigration Officer for verification, it did not follow-up on additional claims. Chairman of the Guyana Elections Commission (GECOM), retired Justice Claudette Singh has dispatched several documents containing cases of alleged voter impersonation at the last elections to the Ministry of Home Affairs and the Office of the Commissioner of Police for verification.
